Keep your mind open, heroes, because the Telepathy Master of the Mind miniset is now live!
This miniset includes six new powers, designed around three new debuffs: Regret, Dependency, and Stress. This set controls the battlefield through inflicting some holds, debuffing enemies, and detonating the debuffs for massive damage. Unleash the power of your mind with the ultimate Master of the Mind power!
This is all being added in to the Telepathy set. This will not (at present) be available in an Archetype, nor do these powers replace any existing powers; the only way to get these powers is with a freeform character.
The mini-set includes three Damage over Time powers, each of them inflicting a different debuff. All three start by inflicting damage over time and increasing the target's cooldown times, then when the DOT effect expires, it stacks one of the three debuffs.
Mental Storm is an area of effect attack, paralyzing enemies based on how long it was charged for. It inflicts Stress, which reduces the targets' resistance to Ego — so your Telepathy attacks deal more damage.
Mental Leech is also an AoE attack. It inflicts Dependency, which heals the nearest ally with every tick of the clock. Stack this on a supervillain to keep your tanks in the fight longer, or on a clump of enemies to maximize the sources of healing.
Shadow of Doubt is a single-target attack. It triggers Regret, which reduces the damage the victim deals. Stack this on a supervillain to neuter their attacks.
The other three elements of this mini-set are used in conjunction with these debuffs, boosting their effectiveness and detonating them for damage.
Congress of Selves is a new Hybrid Passive. It boosts the damage of your Damage Over Time effects per tick, and ignores some of the targets' resistances.
Mind Break is a single-target attack that deals some damage on its own, but is primarily useful to detonate your debuffs.
Master of the Mind is the the miniset's headliner. This powerful self-buff lasts for a very short time, but during it, your normal powers will be replaced with empowered versions of Mind Break, the miniset's three DOT powers, and Psi Lash as an energy builder. While the buff lasts, each DOT power has a much shorter cooldown and the damage ticks more frequently (dealing more damage). Your Mind Break will also deal more damage.
Master of the Mind is a huge damage spike, but the short duration and minute-long cooldown means that it's crucial to plan how you'll use it. Before you activate it, decide whether you'll be focusing on stacking debuffs on a target, or taking advantage of the damage bonus to detonate a stack you've already built up. In addition to these new powers, we're introducing two other new powers: Rimefire Burst, in the Fire powerset, and Redirected Force, in the Force powerset. We're also making changes to the Throwing Blades and Massacre powers, to help improve the overall game experience. Keep an eye out for the release notes for details on those changes.
